Philippines Flooding ~ 436 People Killed..

At least 436 people have been killed in widespread flooding in the southern Philippines, as tropical storm Washi raked across the region, the Philippine Red Cross said.
The Red Cross, told the Associated Press on Saturday that the death toll had reached 436 across three cities. He said thousands of people had sought shelter in evacuation centres in the area.

"We're counting about 20,000 families in the evacuation centres in several provinces," Gordon said.
Regional military spokesmen told reporters 97 bodies were recovered in Cagayan de Oro, a major port on Mindanao island, and 75 were found in Iligan, a nearby southern port, accounting for most of the deaths.

They said 375 people were still missing from the two cities alone.

Colonel Leopoldo Galon told reporters that army troops using trucks, boats, and helicopters had rescued at least 2,000 residents of Cagayan de Oro.

Separately, Lieutenant-Colonel Randolph Cabangbang said 15 people who had been swept to sea off Iligan had been rescued.

TOKYO, Dec. 14, Kyodo
The government is considering designating land with an annual radiation dose of 50 millisieverts or more around the crippled Fukushima Daiichi power plant as an area to which evacuees will not be able to return for a long period of time, sources close to the matter said Wednesday.

The designation will come when the government rezones the evacuation area into three categories after it decides, possibly Friday, that the Fukushima plant has achieved a stable state of a cold shutdown.

There are currently two types of evacuation zones -- namely the no-entry zone set in the 20-kilometer radius of the plant as well as areas outside the no-go zone where radiation exposure is feared to reach 20 millisieverts a year.

Using biometric methods, including an iris scan, the scheme is logging details of India's population on a central database.
The programme's aim is laudable. The identity number will help the poor, who find it difficult to access public services and benefits because they do not have official records or identity.

With all the corruption in India, how is/will Aadhaar be protected from compromise? What about UIDAI website, or the expected 60-to-90-day wait for Aadhaar processing. Those who opt not to take an Aadhaar, I'm sure will find life very inconvenient. As you've said: "clearly, a number of crucial questions need to be clarified before India can continue to crunch out the identity numbers."

Police in Pakistan today rescued more than 50 adults and children chained up in the basement of an Islamic religious school.
The students, some apparently as young as eight, danced with joy as they were freed.
The thick chains were attached to their ankles, and they told of months of physical abuse. "We were hung upside down and hit with sticks," one said. Others described being tortured with shocks from electric wires.
The raid on the Madrassa Zakarya in Karachi's central Sohrab Goth district was launched after officers heard of students being held in an "underground dungeon".
Two clerics were arrested but the head of the madrassa escaped, police said. The state governor, Dr Ishratul Ebad, ordered a search for him, saying: "Such heinous acts of human rights violations and torture in a civilised society will not be tolerated."
The arrested clerics reportedly claimed the pupils were chained because they were drug addicts the school was trying to rehabilitate.
Interior minister Rehman Malik said police were investigating whether the madrassa had links with fundamentalists, after a student said Taliban members had visited the school to lead prayers and tell them to prepare for battle.
Some Islamic schools in Pakistan are accused of training militants to fight in Afghanistan. Police said the school charged £70 a month for a religious education for boys, but parents, mostly from rural areas, were not allowed to visit.

Thousands of birds make crash landing in Utah

- Crews are cleaning up thousands of migratory birds that made a crash landing in southern Utah after apparently mistaking a Walmart parking lot and other areas as bodies of water.
Teresa Griffin of the Utah Department of Wildlife Resources tells the Spectrum ( http://bit.ly/rYpQbJ) that employees have been driving around the St. George area picking up the dead or injured birds. People are also dropping off birds at the department's office.
Officials say storm clouds above city lights Monday night probably confused thousands of grebes, which are a duck-like aquatic bird that migrates south for the winter. Thousands of the birds were killed, but more than 2,000 had been rescued by Tuesday evening.
